A heading structure a writer can draft straight from, with word counts and a purpose per section.

An outline that is only a list of headings leaves the hardest decision unmade. The writer still has to work out what each section is supposed to prove, and that is where drafts drift into padding.

This produces an H1, H2 sections with H3 subpoints, and under every H2 a one-line note on what that section must establish — which is what turns an outline into a brief. Sections are ordered so the question a reader asks first is answered first, rather than making them scroll past your company history.
